Publication Fee and Waiver Options
HRL Journal Service operates an open-access publishing model. Published articles are freely available to readers, institutions, researchers and the public. Publication fees are as follows:
1. Standard Publication Fee
For arts, humanities and social science journals.
120 USD
Applies to sociology, psychology, business, economics, education, international relations, governance, humanities, security and related fields.
2. Specialised Publication Fee
For science, technology, law and highly specialised journals.
150 USD
Applies to life sciences, physical sciences, health sciences, engineering, embedded electronics, smart systems, ecodiversity, conservation, agriculture, law and specialised fields.

4. Waiver Categories
Waivers are available to support authors who may not be able to meet the full publication fee. Requests are considered with fairness, respect and confidentiality.

May be considered where an author has no available institutional, grant, project or personal publication support.
75%
Major Partial Waiver
May be considered where an author has very limited funding and can only make a small contribution.
50%
Partial Waiver
May be considered where an author can meet part of the fee but is unable to pay the full amount.

6. Eligibility and Application Guidance
Who may be considered for a waiver?

Waiver requests may be considered for early-career researchers, postgraduate students, independent scholars, authors from low-resource institutions, and authors without institutional, grant, project or donor publication support.
How should authors request a waiver?

Authors should submit a short waiver request after acceptance or conditional acceptance. The request should state the waiver level requested and briefly explain the author’s funding situation or institutional context.
Does a waiver affect editorial decision-making?

No. Waiver requests are handled separately from editorial decisions. All submissions follow the journal’s normal editorial and review process.
